Copilot Pages move to OneDrive: good governance news, with an old-content gap

Copilot Pages are getting a proper home. From mid-August 2026, anything newly created in Copilot Chat, the Copilot app, or new Copilot Notebooks will store in OneDrive for Business rather than wherever it’s been living until now, which means it inherits the same governance, retention and compliance tooling your organisation already applies to Word, Excel and PowerPoint files.

General availability begins worldwide in mid-August 2026 and is expected to complete by late September, with GCC, GCC High and DoD environments following from mid-September through to early October (Microsoft 365 Roadmap update MC1449182).

Newly created Copilot Pages will appear alongside other OneDrive files, and will be covered by existing OneDrive governance, compliance, data protection, retention, lifecycle management, reporting and investigation capabilities. On top of that baseline, several additional OneDrive-specific capabilities now apply: standard file path-based eDiscovery, retention labels with record locking, Information Barriers, Compliance Boundaries, DLP policies and mitigation workflows, third-party governance solutions that support OneDrive content, retention and lifecycle policies, existing departed-user workflows, storage reporting, and administrative investigation tools.

Not everything moves. Existing Copilot Pages remain in their current location and aren’t migrated as part of this change. Existing Copilot Notebooks continue storing newly created pages in SharePoint Embedded rather than OneDrive, only Notebooks created after this change store pages in OneDrive. If your organisation has already disabled the “Create and view Copilot Pages and Copilot Notebooks” setting, that continues to be honoured, though Microsoft has flagged this control for future retirement, with more guidance to follow before it’s removed.

The governance upgrade here is real and worth being straightforward about. The gap sitting alongside it is worth being equally clear about:

A control some organisations rely on today is being phased out. If you’ve disabled Copilot Pages and Notebooks entirely, that setting still works for now, but Microsoft has explicitly flagged it for retirement. Organisations using that control as a deliberate governance decision should treat this as an early warning to watch for the follow-up communication, not assume it’s permanent.

Coverage is forward-only, with no stated migration path. Every Copilot Page created before rollout stays wherever it currently lives, permanently outside the eDiscovery, retention and DLP coverage this update introduces, unless Microsoft addresses this separately later. If your organisation has been using Copilot Pages for a while, you may already have a meaningful body of ungoverned content that this change does nothing to fix.

Existing Copilot Notebooks inherit the same gap. This connects directly to Notebooks in the Microsoft 365 Copilot app: any Notebook created before this change keeps storing its pages in SharePoint Embedded rather than OneDrive, so the governance benefit only reaches Notebooks created going forward too.

No action is required for the rollout itself, but there’s genuine governance work worth doing alongside it:

1. Review existing DLP, retention and compliance policies that apply to OneDrive for Business, to confirm they’re ready to extend properly to newly created Copilot Pages rather than assuming automatic coverage is complete.
2. Take stock of existing Copilot Pages and Notebooks content already in use, since this update won’t bring any of it under governance. If that content matters, it needs a separate plan.
3. Verify third-party governance or eDiscovery tools are configured to monitor OneDrive content, particularly if those tools weren’t originally configured with Copilot-generated content in mind.
4. If you currently rely on disabling Copilot Pages and Notebooks, don’t treat that as a long-term setting. Watch for Microsoft’s promised transition guidance before the control is retired.
